Sir,
We have the honour to submit herewith the
detailed proposals we have been directed to draw up for evening
continuation classes designed to fit young men for commercial,
scientific or engineering careers, as well as to enable them to
improve their general education, and to pass special examinations. A prospectus of the classes is attached to our report. The appeadi- -ces to the prospectus contain a syllabus of instruction, a ting
table of classes, and information relating to external examina-
-tions.

We recommend the formation of eleven classes

The Honourable
in the Commerce Section, three classes in the Engineering Section and four classes in the Science Section. If all the classes are formed they will occupy 31 hours in the week. Enclosure 2 shews how the work can be divided between various qualified teachers,
and the number of hours in the week each teacher will have to attend if the work is apportioned as suggested. Principal teachers will receive pay at the rate of $3.50 an hour, and assistants at
the rate of $1.00

The supervision of these classes should be
entrusted to a small Committee. The Committee should be given the services of a paid Secretary whose duty it would be to carry out the details of the work of organization, and to be in attendance during the hours when classes are being held. The Secretary should be selected from among the class teachers, and we recommend that Mr. W. H. Williams who has had experience of evening classes in
England
